The two most popular universities in Arizona, Arizona State and University of Arizona, have strict financial independence requirements as well as strict domicile requirements in order.  Although it’s difficult to compellingly demonstrate that you’re in Arizona not for primarily educational pursuits, it’s absolutely possible for the right person.  That’s an important aspect, in-state in Arizona is only for those with the sincere intention of making Arizona home indefinitely.

Besides the big two universities in Arizona, the others tend to be less stringent but not by much.  That’s probably due to the high number of out-of-state the big two attract.

  2. The hard working: those who are willing to take a productive gap-year or only take limited school for a year.
